God's Divine Institutions

How does one measure the health of a country? How should we measure the United States? I believe God clearly outlined how societies should be measured in relation to His five Divine Institutions. In this paper we will look at God’s five Divine Institutions; Responsible Dominion, Marriage, Family, Civil Authority and Cultural Diversity with a very deep dive into Cultural Diversity as it relates to the United States and how Satan is successfully undermining all of God’s Divine Institutions.

To begin, we need to define what a Divine Institution is. For the definitions, I will be using material from Charles Clough’s Bible framework course. “The term "divine institution" has been used by Christians to speak of those absolute Social structures instituted by God for the entire human race—believers and unbelievers alike. Though modern paganism views them as by-products of man's psycho-social evolution, the Bible insists God Himself installed at least three of them at creation.” Following the fall of Adam and Eve, these absolute social structures became even more vital to restrain the evil embedded in mankind.

The first divine institution is responsible dominion. Although the earth and its produce are the Lord's, mankind was assigned to manage it under God's authority. Man was placed on Earth as the Theocratic Administrator. God ruled the world indirectly through Adam. Following the fall, Satan became the ruler of the world however, mankind is still held responsible as we are at the top of the social structure on the Earth.  During the Millennial Kingdom when Christ, the last Adam, reigns from Jerusalem, the full office of Theocratic Administrator will be restored.

God included animals in the Noahic Covenant. “He gave notice that the animals would be judged for killing men, even though men were given permission to kill the animals for food. Since this covenant continues today, we might be reminded of this fact when animal rights activists try to turn this command of God upside down. When an animal attacks a man its life is forfeited, because the life of a man is sacred and innocent blood may not be spilt. Conversely, the blood of an innocent animal was the only sin-cleansing sacrifice available on earth before Christ. This clearly shows the order of importance that God requires.”

The modern-day animal rights movement was ignited in 1965 with an article by novelist Brigid Brophy in The Sunday Times which stated: “The relationship of Homo sapiens to the other animals is one of unremitting exploitation. We employ their work; we eat and wear them. We exploit them to serve our superstitions: whereas we used to sacrifice them to our gods and tear out their entrails in order to foresee the future, we now sacrifice them to science, and experiment on their entrail in the hope—or on the mere off chance—that we might thereby see a little more clearly into the present.”

The article inspired a group at Oxford University. One of them, a clinical psychologist named Richard Ryder, came up with the term “speciesism”. Speciesism is a form of discrimination based on species membership. It involves treating members of one species as morally more important than members of other species even when their interests are equivalent. Ryder argued "since Darwin, scientists have agreed that there is no 'magical' essential difference between humans and other animals, biologically-speaking. Why then do we make an almost total distinction morally? If all organisms are on one physical continuum, then we should also be on the same moral continuum." Once this foundation was set, in 1975 Australian philosopher Peter Singer wrote Animal Liberation: A New Ethics for Our Treatment of Animals that became the bible of the movement.

Earlier this year the Governor of Virginia Ralph Northam, a licensed Medical Doctor, defended a radical pro-abortion bill that would have allowed unborn babies to be aborted up to the point when a woman is about to give birth. The governor not only defended the legislation, but he also said doctors and women could have a discussion about whether to leave a disabled newborn baby to die, clearly supporting infanticide. Shortly after this in April, the Governor signed a bill that increases the penalty for “cruelly or unnecessarily beating, maiming, mutilating, or killing a dog or cat” to a felony charge. There is clearly a moral disconnect in this country.

“The second divine institution, marriage, is defined in terms of the first. The woman was brought to Adam specifically as a "helper". Adam’s calling before God was to rule nature. Unlike animals, mankind's so-called sexual differentiation is not merely for procreation; it is also for dominion. The "one flesh" relationship, while truly romantic and sexual, occurs inside the larger context of the first divine institution. …That marriage is the chief means of dominion is seen in the New Testament. The man-woman distinction typifies the Christ- Church distinction in which the Church completes Christ in His calling.” In Ephesians 5 the Apostle Paul writes: ““FOR THIS REASON A MAN SHALL LEAVE HIS FATHER AND MOTHER AND SHALL BE JOINED TO HIS WIFE, AND THE TWO SHALL BECOME ONE FLESH. This mystery is great; but I am speaking with reference to Christ and the church.” Also in the book of Revelation the Apostle John records in chapter 19, “Let us rejoice and be glad and give the glory to Him, for the marriage of the Lamb has come and His bride has made herself ready.” It was given to her to clothe herself in fine linen, bright and clean; for the fine linen is the righteous acts of the saints.”

Immediately after the Fall in Genesis 3, Satan tries to corrupt marriage in the following ways. Polygamy (Gen. 4:19, 23), Evil sexual thoughts and words (Gen. 9:22), Adultery (Gen. 16:1–3), Homosexuality (Gen. 19:4–11), Fornication and rape (Gen. 34:1–2), Incest (Gen. 38:13–18), Prostitution (Gen. 38:24), Seduction (Gen. 39:7–12).

Half of Americans ages 18 and older were married in 2017, a share that has remained relatively stable in recent years but is down 8 percentage points since 1990. One factor driving this change is that Americans are staying single longer. The median age at first marriage had reached its highest point on record: 30 years for men and 28 years for women in 2018, according to the U.S. Census Bureau. As the U.S. marriage rate has declined, divorce rates have increased among older Americans. In 2015, for every 1,000 married adults ages 50 and older, 10 had divorced – up from five in 1990. Among those ages 65 and older, the divorce rate roughly tripled since 1990.

Sheela Kennedy and Stephen Ruggles have found that the divorce rate hasn't declined since 1980, it has only flattened. And when they controlled for changes in the age composition of the married population, they found that the age-standardized divorce rate has actually risen by an astonishing 40 percent. The same people who had unprecedented divorce incidence in 1980 and 1990 when they were in their 20s and 30s are now in their 40s, 50s, and 60s. The Baby Boom generation was responsible for the extraordinary rise in marital instability after 1970. They are now middle-aged, but their pattern of high marital instability continues.

Cohabiting relationships has continued to climb, reaching about 18 million in 2016. This is up 29% since 2007,… Roughly half of cohabiters are younger than 35. But an increasing number of Americans ages 50 and older are in cohabiting relationships. In fact, cohabiters ages 50 and older represented 23% of all cohabiting adults in 2016.

Support for the legalization of same-sex marriage has grown in the past 10 years. In 2007, Americans opposed legalizing same-sex marriage by a margin of 54% to 37%. In 2017, more favored legalizing same-sex marriage by a margin of 62% to 32%. About half of Generation Z and Millennials say gay and lesbian couples being allowed to marry is a good thing for our society, while 33% of Generation X, 27% of Boomers and 18% of Silent generation say the same.

Satan is clearly winning the hearts and minds in regard to this battle while the church unfortunately has sat on the sidelines. 

The third divine institution is built upon the first and second. Marriage normally leads to dominion through a family. In the Bible it is the family, not the individual, that is the basic unit of society, for example property is titled under Mosaic Law to families. When God sent His Son, He sent Him not to a church, not to a state, not to an isolated existence; He sent Him into a family.

The Pew Research Center reports, “Family life is changing. Two-parent households are on the decline in the United States as divorce, remarriage and cohabitation are on the rise. And families are smaller now, both due to the growth of single-parent households and the drop in fertility. Not only are Americans having fewer children, but the circumstances surrounding parenthood have changed. While in the early 1960s babies typically arrived within a marriage, today fully four-in-ten births occur to women who are single or living with a non-marital partner. At the same time that family structures have transformed, so has the role of mothers in the workplace – and in the home. As more moms have entered the labor force, more have become breadwinners – in many cases, primary breadwinners – in their families. As a result of these changes, there is no longer one dominant family form in the U.S. Parents today are raising their children against a backdrop of increasingly diverse and, for many, constantly evolving family forms. By contrast, in 1960, the height of the post-World War II baby boom, there was one dominant family form. At that time 73% of all children were living in a family with two married parents in their first marriage. By 1980, 61% of children were living in this type of family, and today less than half (46%) are. The declining share of children living in what is often deemed a “traditional” family has been largely supplanted by the rising shares of children living with single or cohabiting parents.”

In a more troubling trend that has already taken over our Canadian neighbors, parents in Ohio lost custody of their 17-year-old daughter because a judge ruled that she should be allowed to receive therapy, including testosterone therapy, to identify as a boy. Without commenting on the specifics of this case just outside Cincinnati, Americans can expect to see more cases like it as government officials side with transgender activists to promote a radical view of the human person and endorse entirely experimental medical procedures.

There are few things more disturbing than what is happening to our children in the area of gender. In this case the court took the child from the parent however, in most cases it is the parent encouraging the child to change their gender. Again, where is the church?

The fourth divine institution is “civil authority”. God transferred to man the responsibility to exercise kingdom authority which today we call "civil government." The source of civil authority is the responsibility to express the wrath of God over destruction of human life with capital punishment.

Following the flood God put in place the institution of civil authority or human government. In Genesis chapter 9 we read: “And God blessed Noah and his sons and said to them, “Be fruitful and multiply, and fill the earth. “The fear of you and the terror of you will be on every beast of the earth and on every bird of the sky; with everything that creeps on the ground, and all the fish of the sea, into your hand they are given. “Every moving thing that is alive shall be food for you; I give all to you, as I gave the green plant. “Only you shall not eat flesh with its life, that is, its blood. “Surely I will require your lifeblood; from every beast I will require it. And from every man, from every man’s brother I will require the life of man. “Whoever sheds man’s blood, By man his blood shall be shed, For in the image of God He made man. “As for you, be fruitful and multiply; Populate the earth abundantly and multiply in it.”

Capital punishment is a legal penalty in the United States, currently used by 30 states, the federal government, and the military. There were no executions in the United States between 1967 and 1977. In 1972, the U.S. Supreme Court struck down capital punishment statutes in Furman v. Georgia, reducing all death sentences pending at the time to life imprisonment. Subsequently, a majority of states passed new death penalty statutes, and the court affirmed the legality of capital punishment in the 1976 case Gregg v. Georgia. 

Michigan became the first English-speaking territory in the world to abolish capital punishment in 1847. 20 states, plus the District of Columbia and Puerto Rico have abolished the death penalty for all crimes. Death-row prisoners in the U.S. typically spend more than a decade awaiting execution. Some prisoners have been on death row for well over 20 years.

Dr. Charles Ryrie states: “Murder is clearly to be punished by death because of the sanctity of human life. The foundation for this drastic punishment is the fact that man was made in the image of God; therefore, when violence in the form of murder is done to a man, it is in effect an outrage against God. How punishment is to be carried out is stated to be “by man”—thus leaving some flexibility as to the actual instrumentality of punishment. But that the principle extends to the entire race seems apparent from the simple fact that Noah, to whom it was given, stood at the head of a new beginning of the human race. What was given to Noah (like the permission to eat meat and the promise of no further flood) was not confined to any group or family or cult.” (Bibliotheca Sacra, 129, 213)

The judicial system in the United States allows for abortion on demand yet protects the murder. Clearly as in the destruction of the previous three divine institutions, Satan has been successful tearing apart the fourth as well.

The fifth and final divine institution is “cultural diversity” or “tribal diversity” or could also be referred to “nationalism” which God instituted at the Tower of Babel incident recorded in Genesis 11 that reads:  “Now the whole earth used the same language and the same words. It came about as they journeyed east, that they found a plain in the land of Shinar and settled there. They said to one another, “Come, let us make bricks and burn them thoroughly.” And they used brick for stone, and they used tar for mortar. They said, “Come, let us build for ourselves a city, and a tower whose top will reach into heaven, and let us make for ourselves a name, otherwise we will be scattered abroad over the face of the whole earth.” The LORD came down to see the city and the tower which the sons of men had built. The LORD said, “Behold, they are one people, and they all have the same language. And this is what they began to do, and now nothing which they purpose to do will be impossible for them. “Come, let Us go down and there confuse their language, so that they will not understand one another’s speech.” So the LORD scattered them abroad from there over the face of the whole earth; and they stopped building the city. Therefore its name was called Babel, because there the LORD confused the language of the whole earth; and from there the LORD scattered them abroad over the face of the whole earth.”

Dr. Tommy Ice states: “The traditional understanding of the Tower of Babel indicates that the erection of the Tower corresponds with Nimrod’s beginning of the kingdom of man at Babel. Thus, Nimrod is seen as the father of the kingdom of man as a vehicle of rebellion against God and His kingdom. It is at this point God judged the first United Nations building, confounded the single human language into many, and established the Divine Institution of “tribal diversity” to promote social stability”

Dr. Andy Woods sums up the purpose of God’s judgement at the Tower of Babel stating, “If there is only one government on planet earth and that government happens to fall into the wrong hands, then the power or the ability to bring in unprecedented evil will be left unchecked. Let’s say that the only government that exists in the world falls into the hands of a Saddam Hussein or an Adolf Hitler. Think of the unprecedented evil that could then occur. On the other hand, if you have multiple nations in existence and an Adolf Hitler or a Saddam Hussein gets control over just one of those nations, then the other nations can arise and counter balance the evil that is taking place in that one country or one nation that has gone astray. This has happened many times in our history. For example, the allies arose during World War II and opposed Hitler. During the Gulf War America and a coalition of nations arose and opposed Saddam Hussein's invasion of Kuwait. Thus, the whole concept of multiple nations, which God created at Babel, serves as a check and balance system. Evil can’t get control of all political power because there is a division of power amongst multiple nations.”

Before we go any further, I want to clarify what I mean in regard to race verses culture. Race is a concept used to distinguish different groups of human beings. Distinctions are made according to a number of criteria, which always include physical appearance and its underlying genetic structure. Concerning culture, Clifford Geertz combines succinctness and clarity when he states: “[T]he culture concept … denotes an historically transmitted pattern of meanings embodied in symbols, a system of inherited conceptions expressed in symbolic form by means of which men communicate, perpetuate, and develop their knowledge about and attitudes towards life. Robert Redfield defines culture as: “shared understandings made manifest in act and artifact.” 

When I speak about cultural diversity, I do not mean racial diversity. Dr. Rob Carter in his lecture called “Mitochondrial Eve and the 3 Daughters of Noah” which you can order thru Creation Ministries International, shows what happened at the Tower of Babel using modern day genetic research. The population was multi-colored when the dispersion took place. God did not disperse the population based on the color of their skin. People groups with shared traits such as skin color was subsequent to the institution of cultural diversity which we will now focus on and the way Satan is undermining it in the United States.

Writing in 1920, William Isaac Thomas stated that America is the most conspicuous experiment in individualism. French historian Alex de Tocqueville, author of "Democracy in America" in 1835, wrote, "There is no country in the world where the Christian religion retains a greater influence over the souls of men than in America. John Adams, our second president, said, "Our Constitution was made only for a moral and religious people. It is wholly inadequate for the government of any other." Gary Demar said: "all the colonies were founded on the religious precepts of Christianity, with the Bible as their statute book" Even as late as 1776 – 150 years after the Pilgrims moved their church to America, we see the population of our country as: 98 percent Protestant Christians, 1.8 percent Catholic Christians, and 2/10th Jewish. That means that 99.8% of the people in America in 1776 professed to be Christians. This is the foundation of the United States and our Judeo-Christian culture.

We will now dive into the United States immigration policy prior to 1965. The year I believe Satan started to destroy God’s institution of cultural diversity in the United States. 

The United States of 1790 recorded 3.9 million inhabitants (not counting American Indians). Of the total white population of just under 3.2 million in 1790, 85% was of British ancestry, Germans were 9%, Dutch 3.4%, and French at 2.1%. The black population was 762,000 or 19.3% of the total population. There were only 60,000 Catholics in the USA in 1790 a mere 1.6% of the population.

Nearly all population growth up to 1830 was by internal increase; around 98% of the population was native-born. By 1850, this shifted to about 90% native-born. The first significant Catholic immigration started in the mid-1840s, shifting the population from about 95% Protestant down to about 90% by 1850.

Before 1845 most Irish immigrants were Protestants. After 1845, Irish Catholics began arriving in large numbers, largely driven by the Great Famine. Between 1850 – 1930 a flood of immigrants arrived into America, as nearly 25 million Europeans made the long trip. Italians, Greeks, Hungarians, Poles, and others speaking Slavic languages made up the bulk of this migration. 2.5 to 4 million Jews were among them.

The Page Act of 1875 was the first restrictive federal immigration law in the United States, which effectively prohibited the entry of Chinese women, marking the end of open borders. The 1882 Chinese Exclusion Act would go on to ban immigration by Chinese men as well. The Chinese Exclusion Act was a United States federal law signed by President Chester A. Arthur on May 6, 1882, prohibiting all immigration of Chinese laborers. The Chinese Exclusion Act was the first law implemented to prevent all members of a specific ethnic or national group from immigrating.

Between 1900 -1920 a surge including Jews fleeing Russia, Mexicans fleeing the revolution and Armenians fleeing genocide arrived in the United States. Following WW1 the United States instituted quotas to reduce flow of immigrants. The Displaced Persons Act of 1948 allowed and additional 400k European immigrants following WWII.

Then came the 1965 Immigration Act. Prior to 1965, despite some changes in the 50’s, America was a low-immigration country basically living under immigration laws written in 1924. Thanks to low immigration, the swamp of cheap labor was largely drained during this period, America became a fundamentally middle-class society, and our many European ethnic groups were brought together into a common national culture.

Karen Narasaki, who heads the Asian American Justice Center, finds the 1965 immigration overhaul all the more extraordinary because there's evidence it was not popular with the public. "It was not what people were marching in the streets over in the 1960s," she says. "It was really a group of political elites who were trying to look into the future.

Writing for NPR, Jennifer Ludden states “In 1965, the political elite on Capitol Hill may not have predicted a mass increase in immigration. But Marian Smith, the historian for Citizenship and Immigration Services, showed me a small agency booklet from 1966 that certainly did. It explains how each provision in the new law would lead to a rapid increase in applications and a big jump in workload -- more and more so as word trickled out to those newly eligible to come.”

The effects of the 1965 Immigration Act will never be adequately assessed. The law leveled the immigration playing field, allowing immigrants from every corner of the world, regardless of their cultural background. 

Between 1948 and 1965 Americans claiming to be Christian (including all Protestants and Catholics) averaged 93% with a high of 96% in 1956. Since 1965, that number steadily dropped to 67% in 2018. Christians leaders always point to 1963 with the remove prayer and the Bible from school as the catalyst for this tragedy. I believe the 1965 Immigration Act should be included as an equal part. 

In July 2017, the Pew Research Center estimated there are 3.45 million Muslims in America and 58% of them are 1st generation immigrants and 18% are second generation immigrants. That means that just over 2 million of the 3.45 million Muslims in America arrived through the immigration system.

30% of Muslim immigrants have arrived in the U.S. since 2010. An additional 26% arrived between 2000 and 2009, and 19% Muslim immigrants arrived in the 1990s. 10% immigrated in the 1980s, 6% arrived in the 1970s and just 2% of Muslim immigrants say they arrived in the U.S. before 1970.

The demographic shift caused by the 1965 Immigration Act is clearly seen in the political realm. Census data tells the story: the foreign-born population exceeds 20 percent in more than 50 Democratic congressional districts; the comparable figure for Republican districts is 11. 

The Atlantic senior editor Ronald Brownstein analyzed Census Bureau statistics for the 2018 midterm elections…Among Brownstein’s findings is that nearly 90 percent of House congressional districts with a foreign-born population above the national average were won by Democrats. This concludes that every congressional district with a foreign-born population exceeding 14 percent had a 90 percent chance of being controlled by Democrats and only a ten percent chance of electing a Republican. 

Newly elected Congresswoman Alexandria Ocasio-Cortez’s district, has a foreign-born population of 45.8 percent. The self-described socialist is expected to champion far-left policies such as nationwide and hemispheric open borders, Medicare for all, and the abolishment of the Immigration and Customs Enforcement (ICE) agency. 

The large import of Muslims into the United States is also having a profound effect of the growth of anti-Semitism and anti-Israeli support. Concerning the newly elected Congresswoman Rashida Tlaib, Sally Howell, director of the Center for Arab American Studies at the University of Michigan-Dearborn stated: “This is a huge victory for the Arab and Muslim American communities — it’s also a huge victory for the city of Detroit,” Representative Tlaib is a member of the Facebook group “Palestinian American Congress,” where members often demonize Jews. The group’s founder, Palestinian activist Maher Abdel-qader, was a key fundraiser for Tlaib and organized campaign events for her around the country. In January 2018, Abdel-qader shared an anti-Semitic video that claimed Jews aren’t actually Jewish, and invented their historical claim to Israel and secretly control the media. The video, which described Jews as “satanic,” also questioned whether 6 million Jews actually died in the Holocaust. 

Rashida Tlaib, declared in a speech to Council on American-Islamic Relations (CAIR) donors the “Muslims are coming” and happily pondered her enemies floating by in a river dead. Tlaib stated “We always said, ‘The Muslims are coming’ … I think we’re here,”We’re not only everywhere in all kinds of different governments but, mashallah, we’re in the United States Congress.” “Mashallah” means “what Allah wanted has happened.” CAIR was listed as an unindicted co-conspirator in the largest terrorist fundraising operation in the history of the U.S.

In 2014, long before her congressional bid, Tlaib was a keynote speaker at one of Detroit’s largest BDS rallies (Boycott, Divestment and Sanctions Movement is a global campaign promoting various forms of boycott against Israel). The rally drew tens of thousands chanting “Free Palestine!” while waving Palestinian flags. Also speaking at the event was Dawud Walid. The head of the Michigan chapter of CAIR, he publicly discusses his woes with Jews and Zionists. Walid said in a 2012 sermon, “Who are those that incur the wrath of Allah? They are the Jews, they are the Jews.” Tlaib also enjoys friendly relations with Linda Sarsour, notoriously recognized for her contempt of Israel and her support of Louis Farrakhan, head of the Nation of Islam who for decades has espoused vitriol towards Israel and the Jews. Speaking at a campaign event, Sarsour gave Tlaib her endorsement. Their relationship dates back years—to the point where Sarsour described Tlaib as a mentor and role model, a disconcerting sign given Sarsour’s track record on Israel. 

Another newcomer to Congress is Rep. Ilhan Omar who also has ties to CAIR. Omar was also a speaker at a fundraising event for Islamic Relief USA (IRUSA), an affiliate of Islamic Relief Worldwide (IRW), the largest international Islamic charity in the world. In 1999, the IRW accepted a $50,000 check from Osama Bin Laden. In 2006, Israel arrested its project coordinator in Gaza office for funneling money to Hamas. In June 2014, Israel officially declared the organization to be illegal and banned it from operating in Israel and the Palestinian territories. In November 2014, the United Arab Emirates declared the IRW to be a terrorist group. Omar will be speaking alongside senior IRUSA official Yousef Abdallah, who was widely criticized in 2017 after the Middle East Forum found he had expressed violently anti-Semitic ideas on his social media accounts. in 2012 Omar tweeted on her social media account, “Israel has hypnotized the world. May Allah awaken the people and help them see the evil doings of Israel.” There are solid reasons to believe Rep. Ilhan Omar has ties to several Muslim Brotherhood front groups. 

Extremism in the Somali community of Minneapolis has long been a concern of American counterterrorism officials, as both the Islamic State and al-Qaeda’s ally al-Shabaab have been alarmingly successful at recruiting from the area. The district represented by Rep. Ilhan Omar (D-MN) has seen more men and boys attempt to join foreign terrorist organizations over the last 12 years than any other district in the United States. 

A November 2017 Texas Monthly article states “Europe has a particular challenge. “You have large pockets of Muslims, typically in impoverished suburbs, disconnected from the main culture, which causes great problems with education and job opportunity. So they feel alienated and marginalized,” he said. “If you have young people who are second-generation, let’s say Moroccan or Pakistani or Turkish, they don’t feel authentically French or Belgian or British. Oftentimes they’re not treated that way either. And maybe they’ve never been to the country of their parents’ origin. So they’re very adrift. When they ask themselves the question ‘Who am I?’ the answer that they can rely upon is ‘I am a Muslim.’ That takes precedence over the nationality. If you make that declaration about yourself, and you are young and alienated and maybe angry and frustrated, or have few outlets, you go to the mosque and you meet other young people who are just like you. That’s where the process of radicalization often takes place.” 

In 1989 during the “Muslim Americans Political Awareness Conference,” Islamic activist Sharifa Alkhateeb stated. “We do not want to melt into American society and disappear. We want to go into American society with Islamic ideals and revamp their thinking. We want to revamp them. We want to turn them into Muslim individuals.” The website of JETPAC (Justice Education Technology Political Advocacy Center) states that the 2018 mid-term election was a record year for American Muslim involvement in politics with at least 128 running for office and 50 winning, four of those at the federal level. This is the highest number since 2000 when 700 ran and 153 were elected. JETPAC’s purpose is clear: “Build a strong American Muslim political infrastructure and increase our community’s influence and engagement. We will take our place at the table across all levels of government.”  Carole Hornsby Haynes writing for World Net Daily correctly asks; “Can one be a devout Muslim and uphold the U.S. Constitution? Muslims are required to live under Shariah, which is deemed divine law and which does not permit them to live under any other legal system. Devout Muslims believe that the U.S. Constitution is just human law and is, therefore, inferior to the divine law of Shariah. How can a devout Muslim recite the Pledge of Allegiance – “one nation under God ” – when a Muslim is a citizen of international Islam required to live under Allah?

While the 1965 Immigration Act was the detrimental policy Satan used to destroy the Divine Institution of Cultural Diversity, there was a more recent Act that was used as the catalyst for that destruction; the breakup of the Immigration and Naturalization Service, the INS.

In 1933 by way of an Executive Order, the INS was founded bringing together the Bureau of Immigration and the Bureau of Naturalization which trace their roots back to the Immigration Act of 1891. The INS was under the Department of Justice and enforced every aspect of U.S. immigration laws. The Homeland Security Act of 2002 disbanded INS on March 1, 2003. Its constituent parts contributed to 3 new federal agencies serving under the newly-formed Department of Homeland Security (DHS): 1. Customs and Border Protection (CBP), 2. Immigration and Customs Enforcement (ICE), and 3. U.S. Citizenship and Immigration Services (USCIS). CBP prevents drugs, weapons, and terrorists and other inadmissible persons from entering the country. ICE enforces criminal and civil laws governing border control, customs, trade, and immigration. USCIS adjudicates applications for lawful immigration to the United States and naturalization of new American citizens.

The Homeland Security Act of 2002 was the largest federal government reorganization since the Department of Defense was created via the National Security Act of 1947. The bill was sponsored in the House by Republican Congressman Dick Armey and sponsored in the Senate by Republican Senator Phil Gramm. By dividing up the former INS, the deep-state was able to separate immigration enforcement from immigration adjudications. USCIS, the agency that approves or denies every immigration benefit, has no law enforcement capability. The closest thing they have to enforcement is the Fraud Detection and National Security Directorate. This is a group of officers who investigate immigration crimes, write a report and then plead with ICE to take action. FDNS officers do not have arrest authority or carry firearms. To keep things in perspective, even the U.S. Post Office has Federal Agents with arrest authority.

To make matters worse, in 2010 under Barack Obama, ICE was divided into two directorates, Enforcement and Removal Operation (ERO) and Homeland Security Investigations (HSI). ERO’s mission statement is “To identify, arrest, and remove aliens who present a danger to national security or are a risk to public safety, as well as those who enter the United States illegally or otherwise undermine the integrity of our immigration laws and our border control efforts. Enforcement and Removal Operations (ERO) upholds America's immigration laws at, within and beyond our borders through efficient enforcement and removal operations.” ERO does not investigate immigration crimes, it only removes those who are convicted. It is the duty of HSI to be the investigative wing of ICE and their mission statement is “Protecting America from transnational criminal organizations at home and abroad that threaten our borders, national security and public safety.” There is no mention of immigration enforcement. 

In June 2018, a letter from 19 HSI special agents in charge to the Homeland Security Secretary was leaked to the press. The agents were asking for HSI to be removed out from the umbrella of ICE stating “HSI’s investigations have been perceived as targeting undocumented aliens, instead of the transnational criminal organizations that facilitate cross border crimes impacting our communities and national security,” The letter also states “HSI has become the U.S. Government’s “Transnational Investigative” agency, plugging the gap between more domestically-focused federal law enforcement and the international sources and methods of crime that significantly impact the U.S.” HSI spends its time going after violators of U.S. customs laws, including human traffickers, child pornographers and drug cartel leaders not immigration fraud even though they are under the umbrella of Immigration and Customs Enforcement. Let me sum this up, there is currently no federal agency with arrest authority dedicated to investigating and seeking prosecution for violating federal immigration laws.

A recent Los Angeles Times article lists HSI's investigative areas as “narcotics, child exploitation, money laundering, airport and seaport operations, export violations, computer crimes and trade fraud.” There was no mention of immigration fraud. The article quotes Jennifer Reyes, HSI assistant special agent in charge and organizer of the L.A. citizens academy "If we're in an operation and we're doing a criminal search warrant and there's somebody at a location and we read their name and they have a deportation order for a violent offense, we're not going to walk away from it. We're going to arrest that person, But that's not our primary goal. Our primary goal is criminal enforcement." Apparently, the lone enforcement arm for immigration violations does not believe immigration crimes are actually criminal. Separating immigration enforcement from immigration adjudication was no accidental byproduct. This was a well thought out plan by the non-elected deep-state bureaucrats. 

According to new data obtained by the Immigration Reform Law Institute (IRLI) via a FOIA request, there are 644,488 illegal aliens remaining in our country who have already been served final deportation orders. And those are just from the top four countries of origin – El Salvador, Guatemala, Honduras, and Mexico. The IRLI shared much more data with CR. The total number of illegal aliens who remain in the country despite final deportation orders is 1,009,550. In addition, there are roughly 1.1 million others from those four counties who have “pending final orders” and are close to receiving deportation orders. Those with pending final orders are usually individuals who have already been ordered deported by immigration judges but are appealing their case to the Bureau of Immigration Appeals (BIA), the appellate body of the DOJ’s administrative immigration courts. That is a total of 1.7 million illegal aliens from Mexico and Central America with final or near-final orders of deportation. Those numbers are as of June 2018, right before the largest surge in Central Americans began over that summer and intensified in the fall of 2018 and winter of 2019. The total number of those ordered deported or with pending deportation orders for nationals of all countries of origin is 2.55 million.

Concerning the surge of migrants arriving in record number through our Southern border, this too was the result of non-elected deep-state bureaucrats. The Illegal Immigration and Immigrant Responsibility Act of 1996 created expedited removal. “Expedited removal” refers to the legal authority given to immigration officers to order the deportation of arriving aliens without authorization to enter the United States. If however, the alien asserts a fear of persecution in their home country, the arresting officer will refer the alien to an asylum officer for a "credible fear interview". "the term 'credible fear of persecution' means that there is a significant possibility that the alien could establish eligibility for asylum under section 208 of the Immigration and Naturalization Act. If the asylum officer determines that the alien has a credible fear, or the mere chance of asylum, the alien is placed in removal proceedings before an immigration judge. Depending on the jurisdiction, the proceeding before the immigration judge can take upwards of four years, and that is just the initial hearing. The aliens are usually let free into the United States within two weeks of entering. When their case has been pending in the immigration court for over 180 days, they are entitled to an employment card and legally allowed to work. Once they have an employment card, they are entitled to a Social Security Card and with those two documents, they can get a driver’s license in any State. As long as their court case is still pending, they are allowed to live and work in the U.S. just like anyone else. Some have even caught on to moving across the country and changing court jurisdictions in order to get to the back of the line in the new jurisdiction. This could add an additional 3-4 years to their stay in the U.S. Keep in mind that their only real contact with an immigration officer is a credible fear interview often taking less than an hour as the alien repeats what a smuggler or immigrant rights group coached them to say. Even if they are ultimately denied asylum by an immigration judge, they can appeal the decision all the way to the Supreme Court. To sum this process up, if an alien made it into the United States, they would have to be a complete fool or major felon to be deported. 

Pat Buchanan writes, “The majority of migrants breaching the border are from Mexico and Central and South America. Most do not read, write or speak our English language, are not college graduates and arrive with few skills. Almost all will enter the half of the U.S. population that consumes more in social benefits during their lifetime than they will ever pay in taxes. With the U.S. debt over 100 percent of gross domestic product and the deficit running at nearly 5 percent of GDP, at full employment, the burden the migrant millions are imposing upon our social welfare state will one day collapse the system. For these folks are coming to a country where education K-12 is free and where, if the Democrats take over, pre-K through college will be free. These folks will be eligible for city, county, state and federal programs that provide free or subsidized food, rent, housing and health care. All were enacted for the benefit of U.S. citizens. Uninvited, the Third World is coming to partake of and enjoy them. With 328 million people here now, approaching twice the number as in 1960, how many more can we take in before government sinks under the weight of its beneficiaries? And there is a larger issue. If, as appears probable, President Trump is not going to be able to build his wall and all the security measures taken in this century have proved inadequate to stanch the invasion of America, how does the invasion end? Or is this the endless invasion, where the future is decided on our 1,900-mile border with Mexico and we, as the last superpower, are a pitiful, helpless giant too morally paralyzed to stop it? The resolution and determination of Third World peoples to come to America, even if they have to break our laws to get in and stay, is proven. And if there is no matching national will to halt the invasion, and no truly effective means that would be acceptable to our elites, the migrants are never going to stop coming. And why should they”?

My final thoughts on how Satan has successfully destroyed the Divine Institution of Cultural Diversity is summed up by an article from the CATO Institute written by David Bier; “In his State of the Union address, President Trump railed against America’s current legal immigration system. Given that this system first originated in 1965, it is worth considering how his policies would have altered America’s flow of immigrants had Congress adopted his proposed policies in 1965. Based on his statements and bills that he has endorsed, President Trump’s ideal immigration policies would have banned at least 57 percent of all legal immigrants since 1965, nearly 23 million people. Such an extreme policy would have radically changed America’s population, economy, and culture…From 1965 to 2016, nearly 40 million immigrants received legal permanent residency in the United States. President Trump’s policies-fully implemented as he intends-would have reduced that number to just 17.2 million.” Clearly the Bier finds President Trump’s immigration policies abhorrent. He states “Such an extreme policy would have radically changed America’s population, economy, and culture.” Sorry Mr. Bier, the United States was moving forward as a middle-class country and the immigrants from Judeo-Christian cultures were melting into the American culture by the second generation. It was the 1965 Immigration Act that was the extreme policy that “radically changed America’s population, economy, and culture.”

The destruction of the Divine Institution of Cultural Diversity is not limited to the United States. Europe is much farther along. But as I have traveled throughout the Middle East and Asia, I can’t help but notice how successful the United States has exported its culture. American companies dominate the world. Fast food chains, clothing and American pop culture are everywhere. I spent this past Christmas in Malaysia where less than ten percent of the population is Christian. I would encourage you to watch a video I posted on the front page of Job42Ministry.org website that shows the festivities including Muslim families waiting to take pictures with Santa Clause. While they are not celebrating nor have any concept of the birth of the Messiah, the desire for western culture is stunning. This, however, should be no surprise to the students of Biblical prophecy. 

Writing about Revelation chapter 13, Dr. Pentecost states “But by Satan’s power (13:2), Antichrist will be given political power over all the earth (v. 7). By establishing a one-world government, he will imitate the worldwide authority that will belong to Jesus Christ in His kingdom: “He was given authority over every tribe, people, language and nation.” Further, he will introduce a one-world religion: “All inhabitants of the earth will worship the beast” (v. 8), which will be an imitation of that authority which Jesus Christ will exercise as King-Priest when He reigns.

In addition he will introduce a one-world economy: “He also forced everyone, small and great, rich and poor, free and slave, to receive a mark on his right hand or on his forehead, so that no one could buy or sell unless he had the mark, which is the name of the beast or the number of his name” (vv. 16–17). When Christ reigns there will be no hunger, no famine, no poverty. Thus, in order to imitate the reign of Christ, Satan’s masterpiece of deception will institute a regulated economy so that there will be an “equal” distribution of the world’s goods to the world’s people.”

Satan must destroy the Divine Institution of Cultural Diversity not only in the United States, but throughout the world. Modern technology is advancing this cause.

In summary, “The term "divine institution" has been used by Christians to speak of those absolute Social structures instituted by God for the entire human race—believers and unbelievers alike.”

The first Divine Institution is Responsible Dominion. Although the earth and its produce is the Lord's, mankind was assigned to manage it under God's authority. Man was placed as the Theocratic Administrator over the Earth. We seen how Satan is undermining this divine institution through the animal rights movement.

The second Divine Institution is Marriage. “The second divine institution, marriage, is defined in terms of the first. The woman was brought to Adam specifically as a "helper" in order to fulfill mankind’s role as the Theocratic Administrator. We seen how Satan is undermining this divine institution through divorce and cohabitation.

The third Divine Institution is Family. “The third divine institution is built upon the first and second. Marriage normally leads to dominion through a family. In the Bible it is the family, not the individual, that is the basic unit of society. The institution of family is needed to fulfill the command to “be fruitful and multiply, and fill the earth and subdue it”. We seen how Satan is undermining this divine institution by destroying the “traditional” family and supplanting it by the rising shares of children living with single or cohabiting parents.

The fourth Divine Institution is Civil Authority. “God transferred to man the responsibility to exercise kingdom authority which today we call "civil government." The source of civil authority is the responsibility to express the wrath of God over destruction of human life with capital punishment. We seen how Satan is undermining this divine institution by destroying capital punishment.

The fifth and final Divine Institution is Cultural Diversity. This is to promote social stability by preventing a single leader or nation controlling the world’s population. We seen how Satan is undermining this divine institution through open borders and a purposely ineffective immigration system.
